If your credit rating has been trashed or your income has dried up, there is still a way to land a major credit card and rebuild your credit. A new secured Visa card from Pennsylvania-based Public Savings Bank offers credit lines from $300 to $9,000 based on the amount you deposit into a savings account that is used as collateral for the card. A $300 minimum deposit is required for a $300 credit limit, however deposits over $5,000 will carry a 90% credit limit. A $10,000 maximum deposit will offer a $9,000 credit limit. The new card has no annual fee but there is a $79 setup fee and a $25 fee for each credit line increase request. An 0% APR on purchases will apply for the first six months, thereafter prime +7.99%.
