If I receive a "pre-approved" credit card offer in the mail does this mean I am "guaranteed" to receive the credit card?
-- No. The "pre-approved" offer is generally based on information in your credit bureau file and means it is highly likely you will receive the credit card. However, there may have been changes in your creditworthiness since the time the offer was made which means you no longer meet the criteria of the "pre-approved" offer.
